Welcome to the Evening Standard’s live blog covering the latest transfer news and rumours from the Premier League and Europe.

After the UK Government gave the green light for sport to return from June 1, Premier League clubs remain in talks over Project Restart with the hope of resuming the 2019-20 season in the middle of next month. Meanwhile, speculation around potential transfers for the 2020-21 season remain in full swing.

Arsenal close in on Rabiot

Arsenal are closing in on a deal for Adrien Rabiot, according to Le10Sport in France. 

The 25-year-old is back in training with Juventus but looks set to move on after just one season with the Serie A champions.

Chelsea and Manchester United have also enquired, but the Gunners are confident they can deal at well below Juve's £27million asking price.

He moved to Juventus on a free last summer and is contracted until 2023.

Saul Niguez to Man Utd 'done'

Manchester United's proposed deal for Saul Niguez is practically done, according to reports.

United are keen to do business this summer, but may have to wait for top target Jadon Sancho.

That saga will drag through the summer, while Jack Grealish's move to Old Trafford is now reportedly tied to Paul Pogba's future. 

It points to a quiet summer for the club, but there is some good news for United fans. 

Todo Fichajes in Spain are reporting that the deal for Saul is pretty much done at a price way below the player's release clause of £132million (nearer £70million).

With every day in the transfer market, it seems Jadon Sancho's chances of joining Manchester United are getting smaller.

Man United, Liverpool chase Hammers starlet

West Ham could be set to lose one of their most promising youngsters, Benicio Baker-Boaitey, with Liverpool and Manchester United ready to capture the teenager.

The 16-year-old has reportedly turned down a pre-contract to sign professional terms on his 17th birthday, according to Sport 1.

The England Under-16 international has apparently attracted interest from Bayern Munich and Barcelona, and it seems his representatives are keen to move him on to a bigger club.

And if Liverpool and United do want to sign Baker-Boaitey, they will be required to pay the Hammers just £250,000 in compensation for bringing him through the academy.

Transfer window 'could run until March 2021'

Fifa are reportedly considering a proposal which could see the transfer window run from the summer until next year.

Clubs' finances are expected to be heavily impacted by the coronavirus pandemic, resulting in a quiet transfer window - with loans and free transfers expected to be more frequent than large transfer fees.

According to The Express, the radical plan would enable clubs to exchange transfers up until March 2021, which could be mid-way through the 2020/21 campaign.

Football's governing body are continuing dialogue with clubs and league officials over the move which would return to the format back in 2002, where clubs had until mid-March to sign players.

Lenglet commits future to Barca

Barcelona defender Clement Lenglet is adamant he still has a future at the club and insists he will not leave this summer.
 

Photo: GettyThe French centre-back, signed for a reported £32m fee from Sevilla in 2018, has lost his regular spot in the Barca defence under coach Quique Setien, with Samuel Umtiti playing alongside Gerard Pique.

But the French defender, who has three years left on his current deal, has no intention of leaving Camp Nou.

"You never really know what the future will be like when you are a football player, but I hope to be at Barcelona next season, yes," he told RMC Sport.

"It will obviously depend on the transfer window, this is a special period for the clubs and we're safe, but I hope to stay."

LIVERPOOL NEWS

Liverpool need a top attacker like Werner, says Carragher

Liverpool should sign Timo Werner this summmer if they have the finances available, according to Jamie Carragher.

The 24-year-old has been strongly linked with Liverpool and Chelsea, and reportedly has a release clause allowing him to leave RB Leipzig for £53m. But it seems the Merseyside outfit will wait before making their move.
 

Photo: AFPCarragher believes the Premier League leaders could benefit from another quality attacker, but thinks they shouldn't be too disheartened if the Werner deal doesn't go through.

"I think there was a good chance of it happening before the pandemic happened," he is quoted saying at an NHS fundraiser by the Liverpool Echo.

"But financially now you don't know what state clubs are in. I actually saw something on Twitter before about Man United's financial results so, you would expect Liverpool to be pretty similar [as to] how they've been affected. I am sure that will affect the transfer market.

"I don't think Liverpool can complain too much with the squad they've got at the moment. They've lost one league game all season and one last season.

"There's certainly not too much that needs too change but I do feel a top attacking player is needed but if the finances aren't there, they aren't there."

Milik set for Spurs?

Reports in Italy say Tottenham have entered talks with Napoli over a deal for striker Arkadiusz Milik.

The 26-year-old only started 14 of Napoli's matches this season under Gennaro Gattuso, however, and with Spurs looking for a new striker, it is reported the two clubs have held talks about a summer transfer.

However, it remains to be seen whether the north London club would be willing to stump up the £45m Napoli are asking for - especially if reports about a bid 10 times smaller for Vedat Muriqi are accurate.

Reds eye Turkish stopper

Liverpool have made a £22 million offer for Trabzonspor goalkeeper Ugurcan Cakir, according to reports in Turkey.
 

Photo: AFPTurkish journalist Serdar Ali Celikler claims the Reds have been watching the 24-year-old this season and want Cakir to provide competition with Alisson for the number one jersey.

There are doubts over Adrian's ability despite some decent performances in Alisson's absence, while Loris Karius is set to return to Germany.

And Jurgen Klopp wants an assured goalkeeper to provide back-up to Alisson, especially considering the Brazilian's recent injury record.

Bale told to make Newcastle switch

Gareth Bale should consider moving to Newcastle this summer because he doesn't have a future at Real Madrid, according to Rivaldo.

"I still think Gareth Bale has something left to show in European football at 30-years-old, before moving to the MLS,” he told Betfair.

“I believe his career at Real Madrid is coming to an end. The club no longer trusts him to be a decisive player after some internal problems in the last few years.

“At Newcastle, he would be the biggest star of the team and could lead a rejuvenated squad to a good Premier League campaign. He could reassume his superstar status at the club and keep earning a big amount of money."

Chelsea still monitoring Gabriel

Reports in Spain suggest Chelsea have maintained their interest in signing Lille centre-back Gabriel Magalhaes.

Gunners 'in Rabiot talks'

Arsenal are apparently busy making plans for next season while the Premier League's plans to restart the season are still be discussed.
 

Photo: AFPThe Juventus star has struggled to make an impression since his free transfer from PSG last summer, with Maurizio Sarri only using the Frenchman sparingly.

The 24-year-old is reportedly wanted by Arsenal as Mikel Arteta looks to add numbers to his midfield, but according to The Express, Rabiot favours a move to Everton, which would see him reunite with Carlo Ancelotti.

While Juventus would favour a permanent move, it seems neither Arsenal or Everton would have the funds required to negotiate an affordable fee - and a loan at this stage seems the most likely option.

Man United plan Portuguese raid

Manchester United are ready to raid Sporting Lisbon again to secure teenager Nuno Mendes, according to Portuguese reports.

Record claim United have been in contact over a bid for the 17-year-old, who is rated as one of the best emerging left-backs after impressing for Sporting's Under-23 side.

United signed Bruno Fernandes from Sporting for £46.5m in January and the pair share the same agent, Jorge Mendes, who has overseen several transfers to Old Trafford over the years.

Arsenal target prefers German switch

Gent starlet Jonathan David has hinted he would turn down a move to the Premier League in favour of heading to the Bundesliga amid reported interest from Arsenal.
 

Photo: AFPThe 20-year-old, who represents Canada at international level, has caught the eye playing in the Belgian Jupiler Pro after bagging 18 goals this season.

Arsenal have reportedly made the youngster one of their summer targets but David believes his style of play would be better suited to the Bundesliga,

"I never knew big clubs would be interested in me so early. It's overwhelming, but I think I can make the next step," he told Sky Sports.

"It's time for me to move and go somewhere where I can keep developing and get to the potential that I have.

"The league that would suit me the most right now is the Bundesliga. It's similar to the Belgian league in terms of the tempo and the physicality, but obviously the quality is higher in Germany and there is more competition."

Stam takes MLS role

Former Manchester United defender Jaap Stam has agreed to take over as head coach at MLS outfit FC Cincinnati.

The Dutchman, who has also managed Reading and Feyenoord in his managerial career, will fill the vacant role in the American franchise's second season in the top-tier.

And yet, on closer inspection, the club have pulled an almighty blunder.... because that's not Jaap Stam!

Spurs 'make Muriqi bid'

Tottenham have submitted a £4.5 million offer for Fenerbahce striker Vedat Muriqi, according to reports in Turkey.

Lazio and Napoli have also expressed their interest to the player's agent and it may be that Jose Mourinho's side will have to increase their bid in order to secure Muriqi's signature.

Arsenal after Akanji

Arsenal are hoping to seal their first transfer of the summer by capturing Manuel Akanji from Borussia Dortmund.
 

Photo: GettyAccording to The Sun, the Gunners are lining up a £25m offer for the Switzerland international, who is no longer a regular starter under Lucien Favre.

The 23-year-old played the full 90 minutes in the 4-0 win over Schalke, but it is reported Mikel Arteta could swoop for the centre-back as he looks to bolster his squad ahead of the new season.

Man United can sign Bellingham... on one condition

Manchester United have been told they should sign Jude Bellingham, but only if they agree to loan the player back to Birmingham City for next season.

Ex-England international Trevor Francis believes the 16-year-old, who has been linked with a £30m move to Old Trafford, would be frustrated by a lack of game time and must continue his development with regular football.

He told the Birmingham Mail: “Wherever Jude Bellingham goes I think he should have it written in the contract that he immediately goes back to Birmingham City to play as a loan player because he has got to improve and the only way he is going to improve is by playing regularly.

“To go to Manchester United or Chelsea or wherever it may be, with respect to the lad he is not going to be a regular in the first team and he needs to be playing regular first team football to improve as a footballer.”

Bruce ‘in the dark’ over Toon takeover

Newcastle United manager Steve Bruce admits he is "in the dark" over the club's proposed takeover by a Saudi-backed consortium.

A group with an expected 80 per cent investment from Saudi Arabia's sovereign wealth fund (PIF) have made a reported £300million offer to buy the club from billionaire owner Mike Ashley.

Should the deal go through, it is believed the new owners would appoint a new coach to replace Bruce, who guided Newcastle to 13th in the table before the coronavirus pandemic halted the season.

"I have a wonderful working relationship with [Newcastle managing director] Lee Charnley and he told me, 'when there's something to tell you, Steve, I'll tell you'," Bruce told Sky Sports on Thursday.

"We've left it at that and gone back to work. I'm in the dark like most other people, and for that, I'm glad, really, because I can't comment on it."

When does the 2020 summer transfer window open?

The summer window opens in England is set to open at the end of the season - though the specific date remains to be seen due to the coronavirus pandemic.

Players can be officially registered with their new clubs when the Fifa international window opens on July 1 - though Fifa guidelines suggest players joining in July will not be able to play for their new clubs during the current 2019/20 season.

From January 1 onwards, Premier League players with six months left on their contract have been able to negotiate and agree pre-contract deals with foreign clubs.
